To activate the Add to Cart button on your store, navigate to the Stores ➤ Configuration ➤ Product Configuration Setting, you will get the basic configurations Details of the store.
Under the General section, you need to do the following configurations.
Add to Cart Button on Category Page: Select Enable if you want to display “Add to Cart” button on the Category page and Disable to hide the “Add to Cart” button on the Category page.
Click on the “Save Config” button and the Add to cart button will be displayed on the Frontend.

In the Category Page, the Add to Cart will be enabled.
